When a complaint is made about a ship captain, officer, or sailor on a ship owned partly or wholly by a U.S. citizen for a non‑capital crime that harms people or property in trade or navigation, the U.S. attorney must investigate and tell the federal district judge if it should be tried quickly. The judge must then try the case right away or as soon as the court can, and may call a special court session even during a court break.
