It is illegal to tie up or anchor boats or other craft in navigable channels so they block or stop other boats. It is also illegal to sink vessels there, or to float loose timber or "sack rafts" in streams or channels used by steamboats if they block, slow, or make navigation dangerous. If a vessel, raft, or craft is wrecked and sinks in a navigable channel, the owner, renter, or operator must immediately mark it with a buoy or beacon by day and, unless the Commandant of the Coast Guard allows otherwise, a light at night. They must keep the marks until the wreck is removed or officially abandoned and must begin removal right away. Failing to mark or remove is illegal and counts as abandonment, allowing the United States to remove the wreck under sections 411 to 416, 418, and 502. The Commandant may waive the night‑light rule if a light would be impractical and would not create extra danger.
