The Administrator must carry out this chapter using money already appropriated or otherwise made available to the Administration. To do that, the Administrator may make contracts and agreements with U.S. or foreign governments; accept donations and unpaid services notwithstanding section 1342 of title 31; receive funds from other federal agencies (including through the National Oceanographic Partnership Program, chapter 665 of title 10); transfer appropriated funds to other organizations under agreement; and, with consent and subject to available appropriations, use land, services, equipment, personnel, and facilities of federal, state, local, tribal, or foreign governments or international organizations, with or without reimbursement.
