Allows the Secretary to repay non‑Federal groups for work they already did on authorized projects or parts of projects that cost no more than $1,000,000, as long as the work was done after the surveys that led to the project began and the Chief of Engineers approves that the work matches the authorized plan. Repayments depend on money being available and cannot jump ahead of higher‑priority projects. If repayment is approved for a shore‑protection project, the Secretary must sign a written agreement with the non‑Federal group before construction starts. The agreement must state how long the project will last and require the Federal and non‑Federal parties to work together to carry it out.
