The Army must have the Chief of Engineers make and send to Congress a plan to protect Lake Ontario shorelines with steps to take, fair cost‑sharing ideas, and rules for managing lake levels. Until Congress acts, federal agencies must try to minimize shoreline harm, and $2,000,000 is authorized.
