When the Governor of a State or the right local official asks, the Secretary can give designs, plans, specifications, and other technical help. That help is for two kinds of work on navigable streams and their tributaries: removing snags and debris and clearing or straightening channels; and renovating streams using mostly nonstructural, cost‑effective methods to improve drainage, water quality, and habitat diversity. The State or local government must pay 50 percent of the cost of any designs, plans, specifications, or technical help.
