The Secretary of the Army must investigate complaints that a bridge pier or abutment in navigable U.S. waters has changed the current and caused riverbanks to collapse or other serious danger to property. If the complaint is valid, the Secretary can order the owner or operator to fix or prevent the harm by a deadline; if they fail, they can be sued and must pay twice the loss. This does not affect claims that existed before August 11, 1888.
