When the Secretary lets the bridge owner start the project, and after the owner has a chance to speak, the Secretary must decide and order how much of the total cost each will pay. The bridge owner must pay the part that comes from direct benefits to the owner, like expected savings on repair or maintenance, costs tied to railroad or highway traffic needs (for example making the bridge stronger), and a fair share of the old bridge’s capital cost based on how much of its useful life was used. If others want the change for reasons besides helping navigation, the Secretary can require them to help pay. The United States pays the rest, including costs needed for navigation. If the owner does the work in parts, the Secretary may set the cost split using the first accepted bid and estimates for the rest. The Secretary can also change the cost split later if conditions change.
