When a bridge owner is ordered to alter a bridge, the Secretary of the department that runs the Coast Guard may make partial payments as the work goes on, but only if Congress provides the money. Federal payments are limited to the U.S. share of the owner's total project cost, or to the U.S. share of a smaller guaranteed cost. If extra costs come from emergencies or things beyond the owner's control, the Secretary may approve extra federal payments after review and must notify the Secretary of the Treasury, who pays the owner through the Fiscal Service.
