The Secretary of the Army can transfer to state or local governments any bridges the United States built or bought for canal, river, harbor, or flood-control projects. The transfer can include the land or access rights needed and can be done on whatever terms the Chief of Engineers decides are best, including for payment or for no payment. Any bridge transferred must be kept free to cross — no tolls allowed.
