Creates a seven-member board of Army engineer officers inside the Chief of Engineers’ office to review river and harbor work. At least four members must be lieutenant colonels or higher. The Chief of Engineers sets the board’s duties. The board must review reports, surveys, and any proposed or changed river and harbor projects that Congress has asked for, including projects before or after June 13, 1902. It must recommend whether to start or continue improvements. When judging projects, the board must consider how much and what kind of water traffic will benefit, the total cost to build and maintain the work compared with the public commercial benefit, and whether the federal government should pay for it. The board may inspect sites if the Chief orders it. All information and arguments given to the board must be written and kept in the office records. If either the House Committee on Public Works and Transportation or the Senate Committee on Environment and Public Works asks, the board must examine and report on older or funded projects and suggest continuing or changing them. “Commerce” includes seasonal passenger boats, yachts, houseboats, fishing boats, motorboats, and similar craft, whether they carry passengers for pay or not. With the Chief’s approval the board may rent space, hire civilian staff, and use Congressional appropriations for necessary expenses.
