The Chief of Engineers of the U.S. Army must say, in his yearly reports, what kinds of terminals and transfer facilities exist at every harbor or waterway the United States keeps up or improves, and if they are good enough for current commerce. He must also send one or more special reports as soon as possible after January 18, 1918. Those reports must give a short description of each terminal (where it is, if it fits current traffic, who owns it, and how the public may use it); say if short railroad lines connect the terminal to all local railroads and if traffic is exchanged between ship and rail; note if good roads link the terminal to other highways; give an opinion if there are no public terminals about how many are needed and where; and include a general study with sample plans for suitable terminals that work with tides, floods, and other conditions.
