The Secretary of the Army may swap federal land or property for private land when needed for a river or harbor improvement, if the Chief of Engineers recommends it. The Secretary can set the deal terms and sign the paperwork. This does not cover lands held or acquired by the Tennessee Valley Authority under the Tennessee Valley Authority Act (16 U.S.C. 831 et seq.). It also applies to exchanges already considered for building the Bonneville Dam on the Columbia River.
