The Secretary of the Army can accept money from private individuals or groups to spend along with U.S. funds on river and harbor improvement projects when the Chief of Engineers thinks the work will help navigation. If local groups paid more than the actual cost of the work, the Secretary may approve returning the extra money to the proper representatives of those who gave it, unless the law that allowed the payment requires the United States to keep the whole amount.
