Channel depths must be measured at the average level of the lowest low tides (called "mean lower low water" by the Department of Commerce) for tidal waters on the Atlantic, Gulf, and Pacific coasts. For rivers and other non‑tidal channels, depths must be the average over the fifteen‑day period each year when water is at its lowest during the navigation season, using the Department of Commerce’s definitions for charts and tide information. After a project is in use, the channel size may be increased at entrances, bends, sidings, and turning places as needed so boats can move freely.
