Title 33 › Chapter CHAPTER 12— - RIVER AND HARBOR IMPROVEMENTS GENERALLY › Subchapter SUBCHAPTER I— - GENERAL PROVISIONS › § 567
Congress allows Minnesota, North Dakota, and South Dakota, or any two of them, to make deals with each other to improve river navigation and to prevent and control floods on waters they share and on streams that flow into them. They can pick projects and agree how much each state will pay. The Secretary of the Army must study any proposed project to see if it is practical, how much it will cost, and who should pay (the states, local interests, or the federal government). If the Secretary approves a project, he can let the states do the work with their own money but under his supervision.
