When certain Army engineers work mostly on non-military public projects run by the Chief of Engineers—like river and harbor improvements, flood control, and similar work—their pay and benefits must come from the money set aside for the specific project they are working on. (a)The personnel described in subsection (b) who are employed primarily on duty connected with non-military public works prosecuted under the direction of the Chief of Engineers, including river and harbor improvements, flood control, and other such works, shall, while so employed, be paid their pay and allowances from the appropriation for the works upon which they are employed.
(b)The personnel referred to in subsection (a) are the following:
(1)Regular officers of the Corps of Engineers of the Army.
(2)The following members of the Army who are assigned to the Corps of Engineers:
(A)Reserve component officers.
(B)Warrant officers (whether regular or reserve component).
(C)Enlisted members (whether regular or reserve component).

(b).
