If a person, company, corporation, or local government needs land or an easement for a Congress-approved river or harbor project — to give to the United States for free or to build and run locks, dry docks, or dams tied to that work — and cannot buy it or get clear title, the Secretary of the Army may have the United States start a legal action to take the land. The Attorney General must start and handle that case when the Secretary asks. The person or group that wanted the land must pay all court costs and any money awarded. The Secretary can require a bond in an amount he finds necessary before the case begins.
