Certain parts of the East and Hudson Rivers in New York County that lie inside the U.S. Pierhead Line as of August 13, 1968—bounded north by Spring Street and south by Robert F. Wagner, Senior Place—are not federal navigable waters if they are bulkheaded and filled. Plans need Army Secretary approval via the Chief of Engineers after engineering studies; local interests must reimburse federal engineering costs.
