Declares that a specific part of the Delaware River in Philadelphia County, Pennsylvania, is not a navigable water of the United States and allows filling in or building permanent structures in any or all of that area. The area is the river next to a lot in the second and fifth wards of Philadelphia. Its boundary starts on the easterly side of Delaware Avenue at a point 1,833.652 feet from an angle point south of Washington Avenue, then runs along Delaware Avenue for distances of 2,524.698 feet; 2,168.160 feet; 2,039.270 feet; and 35.180 feet, then 574.970 feet to the south house line of Callowhill Street produced, then 523.908 feet to the pierhead line approved by the Secretary of War on September 10, 1940. From there it follows the pierhead line for 605.262 feet; 1,372.530 feet; 1,252.160 feet; 1,450.250 feet; 1,221.670 feet; and 1,468.775 feet to the north house line of Catherine Street extended, then 555.911 feet back to the starting point.
