Give the Mississippi River Commission authority over the Arkansas River from its mouth to the Lincoln–Jefferson County line. Congressional funds for improving the Mississippi River between Head of Passes and the mouth of the Ohio River that are for levees and bank revetment may be spent there under the Secretary of the Army, using the Commission’s plans approved by the Chief of Engineers, on the same terms as other Commission projects.
