Title 33 › Chapter CHAPTER 13— - MISSISSIPPI RIVER COMMISSION › § 650
Congress can allow money for improving the Mississippi River between Head of Passes and the mouth of the Ohio River to be used for levees. The Secretary of the Army must spend that money following the Mississippi River Commission’s plans, after the Chief of Engineers approves them, for any part of the river up to Rock Island, Illinois, in ways that best improve navigation and help commerce at all river stages.
