The commission must create and adopt plans using surveys made before March 1, 1893 and any extra surveys it needs. The plans must improve the navigability of all the rivers in those systems, deepen channels, and protect riverbanks. The plans must prevent and fix damage or encroachment from mining debris, natural erosion, or other causes. They must aim to restore navigation as closely as practical to the condition in 1860 and allow hydraulic mining (as the State defines it) only if it causes no harm to navigation or nearby land.
