To keep actions coordinated and costs down, the federal commission may work with a California commission of engineers (if the State allows) on improving and protecting navigable streams, stopping mining debris from being dumped, and on California’s land reclamation, drainage, protection, and hydraulic-mining work. They must report the results to the Chief of Engineers of the United States Army, and if he approves, the federal commission must follow them.
