Title 33 › Chapter CHAPTER 14— - CALIFORNIA DEBRIS COMMISSION › § 685
To keep debris from mining, erosion, or other causes from harming navigable rivers and nearby land, the commission may build impounding dams, settling reservoirs, canals, locks, and other works above the head of navigation on the Sacramento and San Joaquin rivers and their tributaries. Work may start only when Congress provides funds or the debris fund has enough money; the works must be safe and permanent, and must follow the recommendations in Executive Document Numbered 267, Fifty-first Congress, second session, and Executive Document Numbered 98, Forty-seventh Congress, first session.
