Congress allows two or more States to make agreements for flood-control projects on rivers and streams that cross state lines. The States must decide how to share costs for construction, upkeep, payments for damages, and buying land and rights, and the Secretary of the Army must approve that plan. These agreements normally need Congress to approve them before they start, unless the agreement says the Department of the Army will pay the money and do the work; in that case Congress need not give further approval, but the States may keep reasonable sums for taxes and necessary state organizations.
