Build the back levee north of Eudora Floodway to match the levees on the river’s east side, and put and build it with the floodway between the floodway head and the Arkansas River so floodwaters can pass without threatening those east‑side levees. Until the floodway works, the Chief of Engineers must leave openings north of its head big enough to pass any expected floodwaters if the riverside fuse‑plug levee breaks.
