Congress says local areas should usually pay part of the cost of flood control. That idea recognizes local interest in protection and helps stop requests for work that only helps a small area. Because people in the Mississippi River alluvial valley had already spent approximately $292,000,000 before May 15, 1928, and because the project is very large and affects national prosperity, interstate commerce, and the U.S. mail, no local contribution is required for this project.
