Title 33 › Chapter CHAPTER 17— - NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION › Subchapter SUBCHAPTER I— - GENERAL PROVISIONS › § 857–14
The President appoints the Committee’s members. They cannot be full-time U.S. officers or employees. Members must be chosen only from people who are very qualified in either marine fields (like marine science, marine industry, coastal management, or related state and local jobs) or atmospheric fields (like atmospheric science or related state and local jobs). Members serve 3-year terms. For the original group, six terms end July 1, 1979; six end July 1, 1980; and six end July 1, 1981. If someone fills a vacancy, they only serve the rest of that term. A person may be reappointed only once (one more 3-year term). Members may stay on after a term ends until a successor takes office. For those first picked after July 5, 1977, terms start July 1, 1977. The President names a Chairman and a Vice Chairman; the Vice Chairman steps in if the Chairman is absent, unable, or the job is empty. The Committee must regularly review national ocean and coastal policy and the status of U.S. marine and atmospheric science and service programs, and it must advise the Secretary of Commerce about NOAA’s programs.
