The NOAA Administrator must create a coordinated research and development program, working with the NSF Director and the NASA Administrator and with universities and other non-government groups. The program must focus on ocean, coastal, Great Lakes, and atmospheric science. It must develop advanced technologies and new analysis methods to keep the United States a leader in these sciences and to help turn that knowledge into useful economic opportunities. No later than 12 months after January 4, 2011, NOAA must, in consultation with the National Science Foundation or other agencies with strong transformational research programs, send a report to the Senate Committee on Commerce, Science, and Transportation and the House of Representatives Committee on Science and Technology. The report must define “transformational research”; point out promising new research areas; explain how priorities are chosen and balanced; describe plans for peer review, funding, performance measures, and moving results into operations; and describe partnerships with other agencies.
