The NOAA Administrator must run and support school and public education about oceans, coasts, the Great Lakes, and the atmosphere. These activities must reach people at all levels and include underrepresented groups and the people named in sections 1885a and 1885b of title 42. NOAA must build on its current programs and work to attract and keep young scientists and increase participation in STEM careers. NOAA’s education work must use research-based methods to boost student interest and public knowledge in STEM and give teachers and students quality materials that match national science standards, meet the needs of underrepresented groups (including translation), and help prepare students for college and jobs. Programs must include ongoing teacher training and links with higher-education STEM educators. NOAA must keep a 20-year education plan, update it every 5 years, and evaluate programs with clear goals, milestones, and evidence that focus on real learning results, not just activities or attendance. Nothing here changes how section 1232a of title 20 or sections 794 and 794d of title 29 apply. STEM means science, technology, engineering, and mathematics.
