The Corporation may make payments to state and local governments instead of paying property taxes on land or buildings it bought. It decides the amounts and timing, but should not pay more than the taxes that would have been due when it bought the property, unless its activities cause extra costs for the government. The Corporation, its property, rights, and income are exempt from state and local taxes, but the Corporation’s contractors do not get that exemption.
