Creates a Community Capacity Development Office inside the Department of Justice and puts a Director in charge. The Attorney General appoints the Director and sets the Director’s instructions. The Attorney General may pass that authority only to the Assistant Attorney General, who cannot pass it on. The Office’s job is to train people who take part in the programs listed in section 10103(b) so they know the rules and steps for participating. All DOJ work like this done before January 5, 2006 was moved into this Office, though grant-making parts of DOJ may still give specialized training. The Director must work with other DOJ leaders to coordinate public and private efforts, give information and technical help, support task forces, and help assess program and community law‑enforcement strategies (working with the National Institute of Justice when appropriate). Training is usually regional, but the Director or another DOJ head can order local remedial training for one participant. The Director must find grants that clearly worked and use their features in training. No more than 3 percent of the yearly funding for the programs in section 10103(b) may be held back for this Office.
