Require the Assistant Attorney General for the Office of Justice Programs, working with the DOJ Chief Information Officer and Chief Financial Officer, to bring together accounting and buying tasks for the whole Office. All accounting must be run by the Office of the Comptroller, and all procurement (buying) must be run by the Office of Administration. On and after September 30, 2008, all procurement must go through one management office and one procurement system. On and after September 30, 2010, all financial management work — including human resources, payroll, accounting, and buying — must use one financial management system. The Assistant Attorney General must carry out a planned consolidation to meet these rules. Work to start the subsection (a) changes must begin no later than 90 days after January 5, 2006. Work to meet the September 30, 2008 and September 30, 2010 goals must begin no later than September 30, 2006, and will be done by the Office of Administration with the Chief Information Officer and the Office of Audit, Assessment, and Management.
