Creates a National Institute of Justice inside the Department of Justice, run under the authority of the Attorney General. The President picks a Director who must have experience in justice research. The Director reports up to the Attorney General through the Assistant Attorney General, makes the final decisions on all grants and contracts, and may not hold any other job or have ties to organizations that do business with the Institute. The Institute can fund or hire public agencies, colleges, private groups, or people to do research, demonstrations, training, and technical help about criminal and civil justice. It studies causes of crime and delinquency, ways to prevent and reduce crime, how to improve policing, courts, corrections, victims’ roles, and cooperation among federal, state, and local governments—also work on fighting white-collar crime and corruption. The Institute must evaluate projects, share findings, offer fellowships and internships, collect and distribute information, recommend programs for funding, advise justice agencies, and develop and test crime-fighting tools and technology. The Director can use other agencies’ people, equipment, and records with their consent, ask federal agencies for needed information, and seek help from state and local governments and the courts.
