The Director must run programs and give money and help to eligible States, local governments, and nonprofits under subchapters V and XIII. The Director must create programs under part B of subchapter V, announce them publicly, and award money and technical assistance under the rules of part B. The Director must also work with and help State, local, public, private, and international groups involved in criminal justice, and build training and technical-assistance programs that involve local agencies. The Director must push State and local resources toward reducing drug abuse and crime and toward catching and prosecuting drug offenders. The Director must keep an ongoing partnership with States and local governments so they can coordinate on Bureau decisions that affect local priorities. The Director must prepare recommendations on the State and local part of the National Drug Control Strategy, after reviewing State plans submitted under subchapter V and getting input from State and local drug enforcement officials, and submit those recommendations to the Associate Director of the Office on National Drug Control Policy in the form and time the Director of National Drug Control Policy requires. The Director also must carry out other powers given by this chapter or delegated by the Attorney General or Assistant Attorney General.
