The National Institute of Justice must work with the Bureau of Justice Assistance to make simple guidelines that help state and local governments evaluate programs. It must also carry out a reasonable number of full evaluations of programs funded under sections 10156 (formula grants) and 10171 (discretionary grants). When picking programs to review, the Director should look at whether the program is new for drug or crime control, how much it costs and how many similar programs exist under section 10156, whether it could be copied elsewhere, and how much public and community involvement there is. Routine audits, monitoring, and internal reviews of state and local programs are the sole responsibility of the Bureau of Justice Assistance. The Director must report each year to the President, the Attorney General, and Congress on the evaluations and research paid for under this section.
