Stops federal officials from running or ordering state or local police or other criminal justice agencies. It also forbids the National Institute of Justice, the Bureau of Justice Statistics, and the Law Enforcement Assistance Administration from making grants depend on adopting racial quotas or forcing a program to reach a racial balance. Those agencies also cannot cut off or refuse grants just because a state or local agency refuses to adopt a quota or similar system. Any program paid for, in whole or in part, with these federal funds must not exclude, treat people unfairly, or deny jobs because of race, color, religion, national origin, or sex. If a court or agency finds a pattern of such discrimination, or the Office of Justice Programs finds it after an investigation, the State or local leader must fix the problem. Fixes go in a written agreement that the State leader and the Office of Justice Programs sign. The State or local unit must send reports every six months until the Office says the problem is fixed, and the Office must send copies of those reports to complainants within 15 days. If the leader does not fix the problem within 90 days after being told, and an administrative judge has not said it is likely the state will win, the Office will tell the Attorney General and may stop money to that specific program. That suspension can last up to 120 days, or up to 30 days after a hearing ends if there is one. Money will start again only if the State signs an approved compliance agreement, a court or agency orders full compliance, or the Office finds after a hearing that noncompliance was not shown. The Attorney General may sue to stop discrimination and seek orders, including stopping, ending, or recovering funds. A person harmed can sue after using administrative steps for 60 days. A winning private plaintiff may get reasonable lawyer fees unless the court says the suit was frivolous. The Attorney General may also join or bring important cases on behalf of the United States.
