Stops federal workers and anyone who gets money under this law from using or sharing research, statistics, or any information that can identify a person for any reason other than why it was given. Those records and their copies are protected from court orders and generally cannot be used as evidence or in hearings unless the person or group who gave the information agrees. Requires criminal history records made or shared with help from this law to include case outcomes when possible, to be kept up to date, and to be kept secure. The Office of Justice Programs must set and enforce privacy and security rules and make sure the records are used only for law enforcement, criminal justice, or other legal purposes. A person who proves their identity can see and get a copy of their automated criminal record to correct errors. Anyone who breaks these rules can be fined up to $10,000, plus other penalties.
