No grant under this program can be given unless the Attorney General approves an application. The application must follow the form and include the information the Attorney General requires. Each application must give a long-term plan made with community groups and other agencies, show a clear public safety need, explain why the applicant cannot solve the problem without federal help, list related government and community efforts, confirm coordination with affected agencies, describe community support and contributions, show how the project will continue after federal money ends, and, if hiring officers, explain how the applicant will take on more of the cost over time and keep the higher staffing with state or local funds. The application must also assess effects on other parts of the justice system, explain how it will support community-oriented policing, and promise to try to recruit and hire racial and ethnic minorities and women for sworn officer roles. For local governments or agencies serving areas under 50,000 people, and for grants under $1,000,000, the Attorney General may waive some requirements and speed up processing.
