§10410 Definitions

Unit of local government — counties, townships, cities or similar places the Secretary of Commerce lists for statistics; some law‑enforcement or judicial districts that make their own budgets; and the District of Columbia and tribal or Alaska Native governing bodies that carry out major government duties. Specially qualified unit — a local government that may get funds only under section 10404(e). State — any U.S. State, D.C., Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands; the four territories are treated together as one "partial State," and for section 10404(a) each territory’s share of funds is based on its share of the territories’ population. Juvenile — a person 17 years of age or younger. Juvenile justice expenditures — spending on the juvenile justice system, including activities in section 10401(b) and other prosecution, court, and corrections costs reported to the Bureau of the Census for the fiscal year before the one being decided under this subchapter. Part 1 violent crimes — murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assault, as reported to the Federal Bureau of Investigation for the Uniform Crime Reports.
