Each year, of the total money available under this program, each State that takes part must first get 0.4% of the total. After that, the leftover money is split among those States in the same proportion as each State’s prison population is to the total prison population of all participating States. The federal share of any grant under this program cannot be more than 75% of the project’s costs. At least 10% of a State’s money must go to grants for local jails (if they exist) to support jail-based, science-backed substance abuse treatment. Residential substance abuse treatment program — a separate housing program that gives individual and group treatment for at least 6 months, in facilities apart from the general prison or jail population; it may use medication treatment that can continue past 6 months.
