The Director of the National Institute of Corrections must set up and run a national training center, after talking with experts in community-based drug treatment. The center can be at any suitable place and will train Federal, State, and local prison and jail staff to run drug rehabilitation programs for people convicted of drug-related crimes and for inmates who are drug-dependent. Training covers correctional officers, administrative staff, and correctional mental health workers (including contractor staff). The Director must also design and build the center’s facilities. Up to $4,000,000 is authorized each year for fiscal years 1989, 1990, and 1991 for establishing and operating the center, curriculum development, and staff salaries and expenses. Up to $10,000,000 is authorized for design and construction for fiscal years 1989, 1990, and 1991.
