To get a grant, a law enforcement agency or organization must apply to the Attorney General at the time, in the way, and with the information the Attorney General reasonably requires. The application must promise to match the federal funds with an equal amount of cash or in-kind goods or services from non‑Federal sources, include a signed statement from the top law‑enforcement official for the State or locality (or the top official of the applying organization) saying why the money is needed and how it will be used, and allow the Attorney General or the Comptroller General to inspect all records about receiving and using the grant money.
