To get a grant, the chief executive of a State, unit of local government, or Indian tribe must send an application to the COPS Director or the BJA Director, as appropriate, when and how those Directors ask and with any information they require. Each application must explain how the money will be used and how the work will meet the law’s goals, say that the plan was developed after talking with people beyond police (for example, school violence researchers, mental health professionals, social workers, teachers, principals, and other school staff), promise to keep and share program and financial records the Director asks for, and include a signed statement that the program follows the law, the application is true, and the applicant will follow all federal laws. Within 90 days after March 23, 2018, the COPS Director and the BJA Director must create guidelines saying what must be in applications and what applicants must do.
