Defines key words used in this part. "School" means an elementary or secondary school, and it includes a Bureau-funded school (see section 2021 of title 25). "Unit of local government" means a local government below the State level, like a county, city, town, village, parish, or borough. "Indian tribe" and "tribal organization" use the same meanings given in section 5304(e) and section 5304(l) of title 25, respectively. "Evidence-based" means a program, practice, technology, or equipment that either (A) shows a statistically significant effect on relevant outcomes based on at least one well-designed experimental study, or at least one well-designed quasi-experimental study, or at least one correlational study with statistical controls; (B) has a research-based reason to expect it will help and is being evaluated over time; or (C) for technology or equipment, follows school-security best practices and standards and meets all applicable codes, including building and life safety codes.
