It explains how yearly funds get split. Eighty-five percent of the money goes to States that meet the rules, with each State getting a share based on its population. Fifteen percent is set aside for competitive grants the Attorney General awards to States and local governments, using the average number of Part 1 violent crimes reported to the FBI over the last 3 years and the applicant’s resources and needs. Every State must get at least 1% of the total each year. If money is too little to give every State 1%, the Attorney General will reduce the 85% population-based shares and spread those cuts among the other States the same way the 85% would have been divided. “State” means the 50 States, DC, Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. For the allocation, American Samoa and the Northern Mariana Islands count as one State, with 67% of that share to American Samoa and 33% to the Northern Mariana Islands.
