Allows the Director of the Bureau of Justice Assistance to give grants or make cooperative agreements to eligible organizations to help find, investigate, and prosecute white-collar crime. The funds pay for complete, hands-on training and technical help for police, investigators, auditors, and prosecutors in state and local governments. "White-collar crime" here means three kinds: high-tech crimes (like cyber and electronic attacks), economic crimes (like financial and mortgage fraud), and Internet crimes against children, including child pornography.
