The Attorney General can give grants to states, local governments, territories, Indian Tribes, and other public or private groups to evaluate and improve academic and job-training programs for people in prisons, jails, and juvenile facilities. Grants must test better teaching methods, recommend and use best practices, upgrade programs (including technology career training), and put improvements into action. Applicants must apply the way the Attorney General requires. The Attorney General must publish best practices within 180 days after December 21, 2018, using earlier grant results. Each grant recipient must send a detailed progress report within 90 days after the last day of its final grant fiscal year.
