The Attorney General must award a grant under section 10751 for projects in an application filed under section 10752 only after finding two things: the application follows the rules of this subchapter, and the Attorney General has put in writing that the proposed project was reviewed under this subchapter. Each application must be approved, in whole or in part, within 90 days of first receipt unless the Attorney General gives specific reasons for denial. Grant money cannot be used to buy land or pay for construction. The Attorney General cannot reject an application without first giving the applicant reasonable notice and a chance to ask for reconsideration.
